Brain scans might predict future criminal behavior

A new study conducted by The Mind Research Network in Albuquerque, N.M., shows that neuroimaging data can predict the likelihood of whether a criminal will reoffend following release from prison.

The paper, which is to be published in the Proceedings of the National Academy of Sciences, studied impulsive and antisocial behavior and centered on the anterior cingulate cortex (ACC), a portion of the brain that deals with regulating behavior and impulsivity.

The study demonstrated that inmates with relatively low anterior cingulate activity were twice as likely to reoffend than inmates with high-brain activity in this region.

"These findings have incredibly significant ramifications for the future of how our society deals with criminal justice and offenders," said Dr. Kent A. Kiehl, who was senior author on the study and is director of mobile imaging at MRN and an associate professor of psychology at the University of New Mexico. "Not only does this study give us a tool to predict which criminals may reoffend and which ones will not reoffend, it also provides a path forward for steering offenders into more effective targeted therapies to reduce the risk of future criminal activity."

The study looked at 96 adult male criminal offenders aged 20-52 who volunteered to participate in research studies. This study population was followed over a period of up to four years after inmates were released from prison.

"These results point the way toward a promising method of neuroprediction with great practical potential in the legal system," said Dr. Walter Sinnott-Armstrong, Stillman Professor of Practical Ethics in the Philosophy Department and the Kenan Institute for Ethics at Duke University, who collaborated on the study. "Much more work needs to be done, but this line of research could help to make our criminal justice system more effective."

The study used the Mind Research Network's Mobile Magnetic Resonance Imaging (MRI) System to collect neuroimaging data as the inmate volunteers completed a series of mental tests.

"People who reoffended were much more likely to have lower activity in the anterior cingulate cortices than those who had higher functioning ACCs," Kiehl said. "This means we can see on an MRI a part of the brain that might not be working correctly -- giving us a look into who is more likely to demonstrate impulsive and anti-social behavior that leads to re-arrest."

The anterior cingulate cortex of the brain is "associated with error processing, conflict monitoring, response selection, and avoidance learning," according to the paper. People who have this area of the brain damaged have been "shown to produce changes in disinhibition, apathy, and aggressiveness. Indeed, ACC-damaged patients have been classed in the 'acquired psychopathic personality' genre."

Kiehl says he is working on developing treatments that increase activity within the ACC to attempt to treat the high-risk offenders.

'Dangerous dog' concerns in Center Point after deputy shoots pit bull ...

CENTER POINT, Alabama -- Although a city ordinance bans pit bulls and other "dangerous dogs" inside city limits, recent incidents have raised concerns about the animals.

Mary Margaret Hampton on Thursday told city council members three pit bulls belonging to a neighbor entered her yard twice since January, killing her Siamese cat and a Chihuahua puppy.

"They tried to attack me," Hampton said. "They tore the gate off the porch and tried to get into my house."

On Wednesday, a Jefferson County deputy sheriff shot a pit bull that lunged at him in Center Point. The dog was one of three that chased a woman into her house, said Chief Deputy Randy Christian. Another of the dogs was captured.

After Hampton's cat was killed, the neighbor's dogs were quarantined and the owners were told they had a week to get rid of the animals or a citation would be issued, a deputy told city officials Thursday night. Despite the warning, the animals were later brought back.

Mayor Tom Henderson said that happens all too often.

"Write them a citation right then. They're illegal period," Henderson said.

Other city officials agreed.

"You have to issue the citation to get the court process started," said Council President Roger Barlow.

Council member Linda Kennemur, chairwoman of the public safety committee, said the issue would be a good topic of discussion for the next community watch meeting, being held Tuesday at 7 p.m. at City Hall.

The city Council in 2008 passed what it calls a "dangerous dog ordinance" that outlaws the keeping of pit bulls and any dogs "with a propensity, tendency or disposition to attack unprovoked" or any dog that is aggressive by nature.

However court rules, gay marriage debate won't end

NEW YORK (AP) ? However the Supreme Court rules after its landmark hearings on same-sex marriage, the issue seems certain to divide Americans and states for many years to come.

In oral arguments Tuesday and Wednesday on two cases involving gay couples' rights, the justices left open multiple options for rulings that are expected in June. But they signaled there was no prospect of imposing a 50-state solution at this stage. With nine states now allowing same-sex marriages and other states banning them via statutes or constitutional amendments, that means a longer spell with a patchwork marriage-rights map ? and no early end to bruising state-by-state battles in the courts, in the legislatures and at the ballot box.

A decade ago, opponents of same-sex marriage were lobbying for a nationwide ban on gay nuptials. They now seem resigned to the reality of a divided nation in which the debate will continue to splinter families, church congregations and communities.

"It's a lot more healthy than shutting off an intense debate at the very moment of its greatest intensity," said John Eastman, chairman of the National Organization for Marriage and a law professor at Chapman University in Orange, Calif.

By contrast, supporters of same-sex marriage believe a nationwide victory is inevitable, though perhaps not imminent. Many of them see merit in continuing an incremental hearts-and-minds campaign, given that many opinion polls now show a majority of Americans supporting their cause.

"No matter what the Supreme Court decides, we are going to be in a stronger place in July than where we before," said Evan Wolfson, president of Freedom to Marry.

"We have the momentum and we have the winning strategy," Wolfson said. "We are going to win the freedom to marry, whether in June or in the next round, when we go back to the court with more states, more public support and perhaps new justices."

Even if the Supreme Court shies away for now from any broad ruling in favor of marriage rights for gay couples, its decisions in June could produce major gains for gay-rights activists.

In one case, the justices could strike down a section of the 1996 Defense of Marriage Act that denies legally married same-sex couples a host of federal benefits available to straight married couples. In the other, concerning California's Proposition 8 ballot measure banning same-sex marriage, the Supreme Court could leave in place a lower court ruling striking down the ban. That would add the most populous state to the ranks of those already recognizing gay marriages: Connecticut, Iowa, Maine, Maryland, Massachusetts, New Hampshire, New York, Vermont and Washington, plus the District of Columbia.

With California included, that group would account for about 28 percent of the U.S. population.

Meanwhile, legislative efforts to legalize same-sex marriage are under way in Illinois, Minnesota, Rhode Island and Delaware, and lawsuits by gay couples seeking marriage rights have been filed in several other states. In Oregon, gay-rights activists hope to place a measure on next year's ballot that would overturn a ban on gay marriage approved by voters in 2004. Legislators in Nevada are debating a bill that could lead to repeal of a similar ban there.

In advance of the Supreme Court hearings, gay-marriage backers mustered support from a broad array of interest groups, including labor and religious leaders, major corporations, even dozens of prominent Republicans who co-signed a brief filed with the high court. In the past few weeks, a parade of politicians have publicly endorsed same-sex marriage for the first time, including Republican Sen. Rob. Portman of Ohio and Democratic Sens. Kay Hagan of North Carolina, Claire McCaskill of Missouri, Jay Rockefeller of West Virginia, Jon Tester of Montana and Mark Warner of Virginia.

Former President Bill Clinton chimed in, too, writing that he now regretted his decision to sign the Defense of Marriage Act in 1996 and urging that it be struck down. President Barack Obama's administration also asked that DOMA be declared unconstitutional and that Proposition 8 be struck down.

For gay-marriage opponents, it's been an occasionally daunting period as they watch a steady stream of prominent politicians and institutions join the rival side.

The conservative American Family Association's website, for example, listed some of the many well-known corporations that are now supporting same-sex marriage ? including Google, Microsoft, Citigroup, Apple, Nike, Facebook and Starbucks. The website suggests that Americans opposed to gay marriage should boycott these companies, but the president of the Mississippi-based association, Tim Wildmon, acknowledges that would be impractical.

"There's too many of them to effectively boycott," he said in a telephone interview.

Wildmon expects the U.S. to remain divided over gay marriage for a long time and hopes neither Congress nor the courts try to interfere with the right of states to set their own policies.

"That's just the way it's going to be," he said. "If you want to be a homosexual married couple, move to a state that accepts it."

Such interstate moves could indeed occur, but with a potential cost for the states being forsaken, said gay rights lawyer Jon Davidson of Lambda Legal. "Maybe that's what some states want, but the outpouring of business support for us indicates a lot of businesses don't want that to happen," he said. "It creates all sorts of problems."

Among some conservatives, there's been frustration at the frequent exhortation from gay-rights activists that the Supreme Court should be "on the right side of history" by endorsing same-sex marriage.

"It requires no courage, at this point in history, to side with gay marriage advocates," Maggie Gallagher, a co-founder of the National Organization for Marriage, wrote in a commentary. "Respecting the rights of the millions of Americans who disagree, and respecting the boundaries of our Constitution, is staying on the right side of history."

Conservative radio commentator Rush Limbaugh, on his show Wednesday, suggested the spread of same-sex marriage was indeed inevitable. He cited signs of increasing divisions among Republicans on the issue.

"Whether it happens now at the Supreme Court or somehow later, it is going to happen," Limbaugh said. "It's just the direction the culture is heading. ... The opposition that you would suspect exists is in the process of crumbling on it."

In any case, it's unlikely that some of the most conservative states ? those that adopted gay-marriage bans by overwhelming margins ? will recognize same-sex marriages unless forced to by the courts.

A likely result is a steady stream of state-level lawsuits by gay couples, according to Boston-based lawyer Mary Bonauto, whose work with Gay and Lesbian Advocates and Defenders helped legalize same-sex marriage in several New England states.

"There are committed gay couples in every state who want to stand up and make that legal commitment to marriage," Bonauto said. "They're not going to go away. ... They believe our national promise of equal protection under the law applies to them, too, not just to the East and West coasts and Iowa."

Depending on how such lawsuits fare, Bonauto said, "I think this issue could be back at the Supreme Court in a number of years."

America: Time to shake the salt habit?

Mar. 27, 2013 ? The love affair between U.S. residents and salt is making us sick: high sodium intake increases blood pressure, and leads to higher rates of heart attack and strokes. Nonetheless, Americans continue to ingest far higher amounts of sodium than those recommended by physicians and national guidelines.

A balanced review of the relevant literature has been published in the March 27, 2013 edition of The New England Journal of Medicine. Theodore A. Kotchen, MD, professor of medicine (endocrinology), and associate dean for clinical research at the Medical College of Wisconsin, is the lead author of the article.

Dr. Kotchen cites correlations between blood pressure and salt intake in a number of different studies; typically, the causation between lowering salt intake and decreased levels of blood pressure occur in individuals who have been diagnosed with hypertension. Although not as pronounced, there is also a link between salt intake and blood pressure in non-hypertensive individuals. Additionally, recent studies have demonstrated that a reduced salt intake is associated with decreased cardiovascular disease and decreased mortality.

In national studies in Finland and Great Britain, instituting a national salt-reduction program led to decreased sodium intake. In Finland, the resulting decrease in systolic and diastolic blood pressures corresponded to a 75 -- 80 percent decrease in death due to stroke and coronary heart disease.

Nevertheless, not all investigators concur with population-based recommendations to lower salt intake, and the reasons for this position are reviewed.

"Salt is essential for life, but it has been difficult to distinguish salt need from salt preference," said Dr. Kotchen. "Given the medical evidence, it seems that recommendations for reducing levels of salt consumption in the general population would be justifiable at this time." However, in terms of safety, the lower limit of salt consumption has not been clearly identified. In certain patient groups, less rigorous targets for salt reduction may be appropriate.

WEDNESDAY, March 27 (HealthDay News) ? Bystanders judge same-sex parents more harshly than straight parents, according to a new study.

Researchers examined people?s responses to the actions of gay and straight parents, and found that gay parents were much more likely to be viewed negatively in identical situations involving poor parenting behaviors.

?We noted that when parents displayed favorable parenting behaviors like comforting an upset child, gay and straight parents were judged in a similar, positive manner,? Sean Massey, of the interdisciplinary research group for the study of sexuality and gender at Binghamton University, in New York, said in a university news release.

?However, if parents got frustrated ? raised their voice or slapped their child on the hand ? the gay parents were judged more negatively than the straight parents,? said Massey, a research associate professor.

The findings, published in the March issue of the Journal of GLBT Family Studies, are important because holding gay parents to a different standard adds additional stress to the already stressful job of being parents, Massey said.

This type of attitude may also harm same-sex couples? chances of adopting or becoming foster parents, Massey said in the news release.

?We feel that it is very important for social workers and adoption counselors to be made aware of the effects of modern anti-gay prejudices and they need to educate themselves and develop policies that help protect against these potential biases,? Massey said.

He noted that hundreds of thousands of children in the United States are waiting to find a foster or adopted family, but there is a shortage of people willing to take them into their homes. Gay parents can provide homes for these children, but this study suggests they may be at a disadvantage.

?Raising awareness of these attitudes is a critical step in being able to utilize a potentially valuable pool of prospective adoptive and foster parents, but it is also vital to improving the day-to-day lives of our families and our children,? Massey said.

The American Academy of Pediatrics issued a policy statement Sunday supporting same-sex marriage and restating its support for the adoption of children by gay families.

Energy boom begins to ripple through US economy

The boom in new oil and natural gas flowing through U.S. pipelines is beginning to ripple through the wider American economy.

Just ask Edrick Smith.

In September, Smith traded temp agency jobs for full-time employment with Baltimore-based Marlin Steel Wire Products, which makes wire baskets for industrial customers. An experienced machinist, Smith is now expanding his skills by learning to set up and operate factory robots.

?Knowing each and every machine in here gives me an opportunity to make good money, and to educate myself more,? he said. ?This is my career.?

Smith?s hiring was just one of thousands of openings created indirectly by a new boom in domestic oil and natural gas drilling ? a bounty so rich that it has even caught energy industry insiders by surprise. In part 2 of our four-part ?Power Shift? special report, we examine how the explosion in drilling in places like North Dakota and West Texas is spreading through the general economy ? despite controversy over the potential environmental impact of the new industry practices.

Marlin Steel Wire, for example, has expanded its payroll and invested in high-tech equipment to keep up with a steady pick-up in orders from other U.S. manufacturers. Orders are rising, said owner Drew Greenblatt, because his customers are receiving a widening discount in the price of natural gas and electricity.

?That?s making U.S. companies that used to be at a price disadvantage now uniquely positioned to win contracts they never won in the past -- or haven?t for a while,? he said. ?Everyone talks about what?s going on in North Dakota, but it?s filtering down now to conventional factories throughout America."

Some analysts believe the energy cost savings for businesses, factories and consumers will last for decades.

?This is not going to be a one- or two-year thing,? said Ross Eisenberg, head of energy and resources policy at the National Association of Manufacturers. ?We?re going to see lower natural gas prices for a long, long way into the future.?

Booms, busts and booms
Since the first gusher of oil spewed from of the ground above the Spindletop salt dome outside Beaumont, Texas, more than a century ago, the U.S. energy industry has enjoyed its share of booms and busts. After peaking in the early 1970s, U.S. oil and gas production began to decline as thousands of depleted wells were shut down. The U.S. rapidly became dependent on foreign suppliers to fuel its economy.

About a decade ago, advanced oilfield production technologies like hydraulic fracturing, or "fracking," and horizontal drilling began to reverse that trend. Many of the now-bountiful fields being brought back on line were mothballed long ago when the remaining ?tight? oil and gas deposits were considered too costly or technically difficult to produce.

?It is a sizeable opportunity,? said John Larson, an economist with IHS Global Insight. ?It?s a game changer.?

The economics of production have also played a role in the boom. A tripling in the market price of a barrel of crude over the past decade supports widespread use of costly extraction methods that didn't make sense when energy prices were lower.

Barring an unanticipated setback, so-called ?unconventional? oil and gas production is expected to continue to grow over the next two decades. Over that period, the industry is expected to make more than $5 trillion in new capital investment that will support more than 3.5 million jobs by 2035, according to the financial analysis firm IHS Global Insight.

That economic impact of such spending already is spreading, especially to companies that rely heavily on natural gas as a raw material or energy source and investing and hiring.

Steel makers, for example, benefit from both the lower cost of manufacturing and from strong demand for steel pipe used for oil and gas drilling. Companies in the steel rustbelt of Pennsylvania and Ohio are polishing up aging plants to replace coal with cheaper natural gas. Others are setting up shop closer to major gas distribution hubs like Louisiana, where steel giant Nucor is investing $750 million to fire up a new plant later this year.

Chemical, plastics and fertilizer makers, who rely on natural gas both as a raw material and an energy source, have also been expanding production. Last year, Dow Chemical announced a $4 billion investment in facilities, part of some $15 billion in expansion plans announced by Gulf Coast chemical makers. And Vancouver-based Methanex Corp. decided last year to spend $425 million to disassemble an idled methanol plant in Chile and move it lock, stock and pipeline to Louisiana.

In December, economists with UBS bank tallied some $65 billion in announced construction of new plants related to cheaper natural gas, and said another 11 plants had been announced worth billions more.

As groundbreaking on these projects gets under way, the dividends from the energy boom will flow even further ? to construction companies, engineering firms, materials and equipment suppliers and lenders who help finance the projects.

That, in turn, will help shore up state and federal budgets. The added revenue ? from income taxes on new jobs created, corporate taxes on added oil and gas profits and state and federal royalty payments ? could top $2.5 trillion through 2035, according to IHS Global Insight.

Though prices at the gas pump have remained stubbornly high -- primarily because stepped-up U.S. production makes up relatively small percentage of the global supply, which drives oil prices -- American households are also getting a big break on the lower cost of natural gas and electricity. Larson, the IHS economist, estimated that the energy ?dividend? amounts to about $1,000 a year per household and will double by 2035.

?It?s a fairly substantial return of wealth to the American consumer," he said.

Increased U.S. oil and natural gas production also promises to help rebalance the long-running trade gaps that have weakened the dollar. If the U.S. moves from a net importer to a net exporter of energy over the next decade, as some experts project, oil will flip from being a source of trade deficits to an important contributor on the positive side of the ledger. With China?s energy-hungry economy expected to continue to rely on imported oil, some analysts believe Beijing may soon begin swapping its huge pile of U.S. Treasury bonds for barrels of West Texas crude.

America?s growing energy independence also has been fueled by gains in efficiency: U.S. vehicles are squeezing more mileage from every gallon of fuel, and high-tech heating and cooling units and green building techniques and materials have cut energy bills for commercial and residential buildings by 10 percent since 2005.

Challenges remain
To be sure, there are forces that could delay ? or even derail ? the ongoing energy boom. The drop in natural gas prices has already slowed production of some projects that become too costly when gas prices are too low.

Lower oil prices could have the same impact, but it?s not clear that added U.S. supplies will be sufficient to make a dent in global oil prices, especially if OPEC producers like Saudi Arabia throttle back on supplies to maintain current prices.

But some experts are more bullish on the prospects for a second energy windfall as increased U.S. supplies of oil rein in global prices. Citibank analyst Edward Morse thinks that by the end of the decade, added U.S. output will pull global crude prices back down to a range of $70 to $90 a barrel ? a savings of as much as 30 percent.

That kind of price drop would further amplify the economic boost from lower natural gas prices already flowing through the economy.

Last year, for example, the U.S. consumed roughly 7 billion barrels of oil at an average price of about $100 a barrel. A 30 percent discount on that oil bill works out to about 1.3 percent of gross domestic product. In an economy growing at roughly 2 percent a year, the impact of that dividend would be substantial.

Other factors could slow development. Widespread environmental concerns about the impact of hydraulic fracturing on water supplies have delayed drilling of the Marcellus shale field in New York, where the state Assembly recently voted to extend a moratorium for another two years. In California, the state Legislature is considering at least eight bills to regulate expanded production in the Monterey shale field, estimated to be one of the largest deposits in the country.

Oil and gas producers also face a looming labor shortage as a generation of petroleum engineers and geologists approach retirement age. Their departure is compounded by a dearth of trained younger workers to take their places. From a peak of 11,000 students enrolled in geology and petroleum engineering programs at 34 universities in 1983, only 1,500 were enrolled in 17 programs by 2004, according to a 2007 report from the Interstate Oil and Gas Compact Commission.

5 jailed in UK for inventing movie in tax scam

(AP) ? Five people were jailed Monday in Britain for pretending to make a Hollywood movie in a scam to defraud tax authorities of millions of pounds.

The fraudsters were convicted earlier this month of attempting to bilk the government of 2.8 million pounds ($4.2 million) in a plot reminiscent of the Academy Award-winning hit "Argo" ? but without that movie's heroic hostage rescue.

Bashar Al-Issa, described as the leader of the fraud, was jailed for six and a half years on Monday. The four others in the group were sentenced to about four years each.

Prosecutors said the fraudsters claimed to be producing a made-in-Britain movie with unnamed A-list actors and a budget of 19 million pounds.

But officials say the project was a sham to claim almost 1.5 million pounds in goods and services tax for work that had not been done, as well as 1.3 million pounds under a government program that allows filmmakers to claim back up to 25 percent of their expenditures as tax relief.

Britain's tax agency said the filmmakers had submitted paperwork and received 1.7 million pounds when research revealed "that the work had not been done and most of the so-called suppliers and film studios had never heard of the gang."

When the scam was detected, the gang hastily made a film called "A Landscape Of Lies" on a shoestring budget in a bid to cover it up. The movie was released straight to DVD in Britain in 2011. But that did not deter tax authorities.

Judge Juliet May said innocent actors were roped into the bogus project, never suspecting they were used to create a "realistic background" for the fraud.

Acoustic monitoring of Atlantic cod reveals clues to spawning behavior

Mar. 22, 2013 ? For decades researchers have recorded sounds from whales and other marine mammals, using a variety of methods including passive acoustic monitoring (PAM) to better understand how these animals use sound to interact with each other and with the environment. Now, for the first time, researchers report using this technology to record spawning cod in the wild.

Acoustic behavior in cod has been of interest for several decades, but few studies have observed their use of sound as part of reproductive behavior. Although both sexes produce low frequency "grunts," only male Atlantic cod make this sound during spawning season.

Researchers from NOAA's Northeast Fisheries Science Center (NEFSC) and their colleagues from the Massachusetts Division of Marine Fisheries (DMF), Stellwagen Bank National Marine Sanctuary (SBNMS), School of Marine Science & Technology at UMass Dartmouth (SMAST), and Cornell University's Bioacoustics Research Program recently reported their findings, online, in the ICES Journal of Marine Science.

"Few current coastal cod spawning sites are known, especially given historical data that indicate many cod spawning sites once existed along the New England coast. Passive acoustics makes locating potential sites much easier." said study co-author Sofie Van Parijs, who heads the passive acoustics group at NOAA Fisheries' Woods Hole Laboratory.

The findings have implications for conservation and management of this iconic species and possibly for other recreational and commercial fish species. Species in more than 100 families of fish are known to produce sounds. The cod family contains several sound-producing species, including haddock (Melanogrammus aeglefinus), pollock (Pollachius virens) and Atlantic cod (Gadus morhua).

The researchers report on a 2011 pilot study in northern Massachusetts Bay. A single marine autonomous recording unit (MARU) was deployed at a depth of 51 meters (168 feet) within a seasonal fishery closure area established to protect a coastal cod spawning aggregation.

The MARU recorded continuously for 75 days during the spring spawning season, with the acoustic sounds confirmed as cod grunts. Cod were also captured in the vicinity of the MARU as part of a tagging study being conducted concurrenty at that time by the Massachusetts Division of Marine Fisheries (DMF) confirming that cod were present.

Male cod grunts were recorded on 98 percent of the recording days. The grunts, were most often heard during daylight hours, and were most common in late May and early June. The MARU was deployed from April 14 through June 27

"We acoustically captured the start of the 2011 spawning period but not the end," said Van Parijs. "Future deployments of multiple MARUs over larger areas and in conjunction with tagging studies could help determine movement patterns of cod in the spring, and give a better picture of how cod are distributed within the spawning protection area. In addition, underwater cameras could provide insight into the structure of the spawning aggregation."

Atlantic cod are known to gather in high concentrations in very small areas to spawn, sometimes forming vertical columns or "haystacks." They often return to the same location to spawn, a behavior known as spawning site fidelity.

In the spring of 2012, the researchers deployed an array of nine MARUs in the same area as the 2011 pilot study to record cod acoustics through an entire spawning season and over a larger area.

Lead study author Keith Hernandez, formerly a researcher in Van Parijs' group at NEFSC and now a graduate student at Moss Landing Marine Laboratories in California, says human-produced sounds might mask cod grunts in coastal areas with high human activity, an issue of concern since grunts and other sounds can be used to advertise for females and warn off competitors.

The next steps for passive acoustic monitoring are to explore the size and extent of known cod aggregations, and to locate other spawning aggregations in the Gulf of Maine and Georges Bank region. Researchers also need to determine if the grunt data can be used to develop an index of relative cod abundance.

"We're already looking at the acoustic data we've collected from other projects in the region, including the Ocean Noise Budget in the Stellwagen Bank National Marine Sanctuary and other offshore monitoring studies," said Van Parijs. "We continue to work with colleagues at the Mass DMF, whose cod tagging studies contribute core information and complement federal efforts."

The study was funded by NOAA's Ocean Acoustics Program.

Researchers use metamaterials to observe giant photonic spin hall effect

Researchers with the U.S. Department of Energy (DOE)'s Lawrence Berkeley National Laboratory (Berkeley Lab) have once again demonstrated the incredible capabilities of metamaterials ? artificial nanoconstructs whose optical properties arise from their physical structure rather than their chemical composition. Engineering a unique two-dimensional sheet of gold nanoantennas, the researchers were able to obtain the strongest signal yet of the photonic spin Hall effect, an optical phenomenon of quantum mechanics that could play a prominent role in the future of computing.

"With metamaterial, we were able to greatly enhance a naturally weak effect to the point where it was directly observable with simple detection techniques," said Xiang Zhang, a faculty scientist with Berkeley Lab's Materials Sciences Division who led this research. "We also demonstrated that metamaterials not only allow us to control the propagation of light but also allos control of circular polarization. This could have profound consequences for information encoding and processing."

Zhang is the corresponding author of a paper describing this work in the journal Science. The paper is titled "Photonic Spin Hall Effect at Metasurfaces." Co-authors are Xiaobo Yin, Ziliang Ye, Jun Sun Rho and Yuan Wang.

The spin Hall effect, named in honor of physicist Edwin Hall, describes the curved path that spinning electrons follow as they move through a semiconductor. The curved movement arises from the interaction between the physical motion of the electron and its spin ? a quantized angular momentum that gives rise to magnetic moment. Think of a baseball pitcher putting spin on a ball to make it curve to the left or right.

"Light moving through a metal also displays the spin Hall effect but the photonic spin Hall effect is very weak because the spin angular momentum of photons and spin-orbit interactions are very small," says Xiaobo Yin, a member of Zhang's research group and the lead author of the Science paper. "In the past, people have managed to observe the photonic spin Hall effect by generating the process over and over again to obtain an accumulative signal, or by using highly sophisticated quantum measurements. Our metamaterial makes the photonic spin Hall effect observable even with a simple camera."

Metamaterials have garnered a lot of attention in recent years because their unique structure affords electromagnetic properties unattainable in nature. For example, a metamaterial can have a negative index of refraction, the ability to bend light backwards, unlike all materials found in nature, which bend light forward. Zhang, who holds the Ernest S. Kuh Endowed Chair Professor of Mechanical Engineering at the University of California (UC) Berkeley, where he also directs the National Science Foundation's Nano-scale Science and Engineering Center, has been at the forefront of metamaterials research. For this study, he and his group fashioned metamaterial surfaces about 30 nanometers thick (a human hair by comparison is between 50,000 and 100,000 nanometers thick). These metasurfaces were constructed from V-shaped gold nanoantennas whose geometry could be configured by adjusting the length and orientation of the arms of the Vs.

"We chose eight different antenna configurations with optimized geometry parameters to generate a linear phase gradient along the x direction," says Yin. "This enabled us to control the the propagation of the light and introduce strong photon spin-orbit interactions through rapid changes in direction. The photonic spin Hall effect depends on the curvature of the light's trajectory, so the sharper the change in propagation direction, the stronger the effect."

Since the entire metasurface sample measured only 0.3 millimeters, a 50-millimeter lens was used to project the transmission of the light through the metamaterial onto a charge-coupled device (CCD) camera for imaging. From the CCD images, the researchers determined that both the control of light propagation and the giant photonic spin Hall effect were the direct results of the designed meta-material. This finding opens up a wealth of possibilities for new technologies.

"The controllable spin-orbit interaction and momentum transfer between spin and orbital angular momentum allows us to manipulate the information encoded on the polarization of light, much like the 0 and 1 of today's electronic devices," Yin says. "But photonic devices could encode more information and provide greater information security than conventional electronic devices."

Yin says the ability to control left and right circular polarization of light in metamaterial surfaces should allow for the formation of optical elements, like highly coveted "flat lenses," or the management of light polarization without using wave plates.

"Metamaterials provide us with tremendous design freedom that will allow us to modulate the strength of the photonic spin Hall effect at different spatial locations," Yin says. "We knew the photonic spin Hall effect existed in nature but it was so hard to detect. Now, with the right metamaterials we can not only enhance this effect we can harness it for our own purposes."

Nigerian author Chinua Achebe dies at 82

Chinua Achebe, the Nigerian novelist and poet whose 1958 novel "Things Fall Apart" addressed the effects of colonialism on African society, has died. He was 82.

Achebe died following a brief illness, his literary agent, Andrew Wylie, said Friday. He added that the author's family has requested privacy.


Brown University, where Achebe taught for the past four years, said the writer passed away Thursday night.

"We join the world in mourning Chinua Achebe's death," John Makinson, chairman and chief executive of Penguin Group, said in a statement. "He was a giant, and a wise and kind man. We are honored to have published his final book, which, like all of his books, will outlast us all."

Achebe?s breakthrough novel focused on the clash between Western and traditional values. It told the story of colonialism for the first time from an African perspective, and?has sold more than 10 million copies and been translated into more than 50 languages.

Nelson Mandela has credited Achebe for bringing "Africa to the rest of the world" and called him "the writer in whose company the prison walls came down."

Achebe played a pivotal role in the development of African literature.?He is the author of more than 20 books, including novels, short stories, essays and poetry collections. In 2007, he won the Man Booker International Prize for Fiction.

Achebe was born Nov. 16, 1930 and raised in the village of Ogidi in southeastern Nigeria. After graduating from college, he started a radio career that ended?abruptly?in 1966 during the national upheaval that led to Nigeria?s three-year civil conflict, known as the Biafran War. Achebe then joined the Biafran Ministry of Information and represented Biafra on various diplomatic and fund-raising missions.

He was known as an outspoken critic of successive dictatorship governments in Nigeria, often refusing to accept literary honors from his home country in protest.

Last year, Achebe published his final book, "There Was a Country," a memoir about the three-year Biafran War.

Russell Perreault, publicity director for the writer?s earlier publisher, Random House, noted Achebe once said, "If you don't like someone's story, write your own."

"We are saddened by the death of the 'Father of African literature' Chinua Achebe," Perreault said. "We are grateful that he told his story and left us with a legacy of great literature and a better understanding of Africa."

At the time of his death, Achebe was a professor of Africana studies at Brown University. Among his activities at the school was the annual Achebe Colloquium on Africa, an international gathering of scholars, policymakers, and others who shared interest in current day African affairs.

"He was more than just a colleague, faculty member, and teacher at Brown. He was a gift to the world," said Corey D.B. Walker, chair of Brown?s Department of Africana studies.?"At a time like this we could draw many words of wisdom and comfort from the deep wells of various African cultures and traditions to honor him. The most fitting is the simple and elegant phrase, 'A great tree has fallen.'"

Prior to Brown, Achebe had taught for more than 15 years at Bard College. He moved there shortly after a car accident in 1990 left him paralyzed from the waist down.

He and his wife, Christie Okoli, had four children.

Cyprus bailout deposit seizure rattles markets

LONDON (AP) ? Stocks around the world and the euro fell Monday as investors fretted over the implications of a plan to seize a part of deposits in Cypriot banks to partly fund a bailout for the Mediterranean island nation.

Financial stocks bore the brunt of the selling in European stock markets, with France's Societe Generale down 3.8 percent and Italy's UniCredit 3.6 percent lower, as investors worried about the implications of the Cyprus bailout.

Since the European debt crisis began in late 2009, savers have been spared. But the bailout of Cyprus, agreed to on Saturday, foresees the government seizing 6.75 percent of deposits below ?100,000 ($130,860), rising up to 9.9 percent on those above ?100,000. That signals a huge policy shift for the embattled eurozone.

Now investors are worried that savers will start taking their money out of banks across Europe ? just like Cyprus residents did on a weekend ATM bank run.

"If European policymakers were looking for a way to undermine the public trust that underpins the foundation of any banking system they could not have done a better job," said Michael Hewson, senior market analyst at CMC Markets.

In Europe, the FTSE 100 index of top British shares fell 0.5 percent to close at 6,457.92 while Germany's DAX dropped 0.4 percent to 8,010.70. The CAC-40 in France dropped 0.5 percent to 3,825.47. Cyprus' main index was closed for a public holiday and the country shut down the banks until Thursday so Parliament can vote on the bailout.

The euro was down 0.6 percent at $1.2974.

The Cypriot Parliament has to back the proposal for it to pass, and lawmakers have called it an unfair blow to small savers, since up until now deposits around the eurozone have been guaranteed up to the ?100,000 level. The vote was postponed for a second time with the Parliament speaker saying it will now take place Tuesday.

One new proposal would make the tax more graduated: placing a one-time 3 percent levy on deposits below ?100,000, rising to 15 percent for those above ?500,000.

"The bottom line is that it's very finely balanced and the success of the vote will depend on what tax breakdown goes before Parliament," said Adam Cole, an analyst at RBC Capital Markets.

If it backs the levy, then Cyprus would be eligible for a ?10 billion ($13 billion) financial rescue from its partners in the eurozone and the International Monetary Fund. If it doesn't back the deal, then the country of just a million people faces bankruptcy and potentially an exit from the euro ? a development that could have huge ramifications in global financial markets.

German finance minister Wolfgang Schaeuble said a "no" vote by Cypriot lawmakers would devastate the country.

"Then the Cypriot banks will no longer be solvent, and Cyprus will be in a very difficult situation," said Schaeuble.

Cyprus' banking sector is about eight times the size of the economy and has been accused of being a hub for money-laundering, particularly from Russia. That's why many European officials wanted to have the banks' depositors involved in the cost of the bailout.

The uncertainty over Cyprus weighed on sentiment around the world, though the selling pressure eased as U.S. trading began.

In the U.S., the Dow Jones industrial average was 0.1 percent lower at 14,496 while the broader S&P 500 index fell 0.3 percent to 1,555.80.

Earlier in Asia, Japan's Nikkei 225 index slid 2.7 percent to 12,220.63, while Hong Kong's Hang Seng dropped 2 percent to 22,082.83.

Oil prices trimmed their earlier losses, with the benchmark New York rate 10 cents lower at $93.35 a barrel.

(AP) ? Just when the Lakers were finally looking like the team everyone expected them to be, Kobe Bryant crumpled to the court.

Now, that playoff push in Los Angeles looks a lot more tenuous.

Bryant went down with a severely sprained left ankle after missing a game-tying shot in the closing seconds of a 96-92 loss to the Atlanta Hawks on Wednesday night.

While X-rays were negative, the Lakers said their star was out indefinitely. Bryant conceded it was the worst ankle sprain of his 16-year career but wouldn't speculate on how long he might be out.

"I'll just do what I have to do," the 34-year-old said.

With 16 games left in the regular season, Los Angeles holds a half-game lead over Utah for the final playoff spot in the Western Conference.

Given where the Lakers came from, just making the postseason would be quite an accomplishment. They were 20-26 at the end of January, but have won 14 of 20 and nine of their last 12.

The loss in Atlanta snapped a four-game winning streak.

It might hurt longer than a single night.

With the Lakers trailing 94-92, Bryant drove to the baseline and pulled up for a jumper with about 3 seconds remaining. The ball slid off the rim, and Bryant's left foot twisted awkwardly when it came down on the right foot of defender Dahntay Jones.

No foul was called, but the Lakers star accused Jones of playing dirty, saying he slid underneath the shooter as he was coming down.

"That's a shot I'm very comfortable taking," said Bryant, who is averaging 27.5 points a game and almost single-handedly carried the Lakers back into playoff contention. "You just can't go under these shooters, man. It's a dangerous play."

Bryant scored 20 of his 31 points in the third quarter and the Lakers, who were down 12 at halftime, surged to the lead early in the fourth. Suddenly, they couldn't make a shot, going 6 of 25 in the final period.

"We all struggled," Bryant said. "I just tried to will the ball in the basket and hopefully generate some energy for all of us. It seemed to turn for us, but then we all went cold again."

Devin Harris scored 17 points, Ivan Johnson hit a key basket, and the short-handed Hawks shook off Bryant's big third quarter for just their second win in eight games.

"I took this one personal," said Al Horford, who had 14 points and 14 rebounds for Atlanta. "We had lost a couple in a row. I felt like we really needed this one."

The Hawks won despite missing starters Josh Smith and Jeff Teague, both out with injuries from a loss the previous night in Miami. Six players scored in double figures and everyone contributed to the victory, at least everyone who suited up.

"That's the way we have to play," said Kyle Korver, who hit the clinching free throws after Bryant went down. "When we're missing guys, we can't just say, 'You're the next-best guy on the team, you take all the shots.' That's a recipe for disaster.

Bryant took a lot of shots for the Lakers ? 33 in all ? but he made only 11 and couldn't knock down the one that really mattered.

Then he couldn't get up.

"First and foremost, the officials really need to protect shooters," Bryant said before hobbling out of Philips Arena. "I can't get my mind past the fact that I have to wait a year to get revenge."

The teams don't face each other again in the regular season, having split their two meetings.

"Just move on to the next one," said Bryant, not exactly sure when that might be for him.

Asked if he thought Jones deliberately tried to injure him, Bryant hedged.

"I don't ever want to put that on somebody. I really don't," he said. "I just think players need to be made conscious of it. I think officials need to protect shooters.

"When I go to contest shots," he added, "I'm always conscious about making sure I don't walk underneath them. That's a very, very dangerous play. Especially if I'm fading away, there's no rhyme or reason why I should come down on somebody's foot."

Bryant remained down for a few seconds then hobbled to the bench accompanied by the trainer. He seemed perturbed when the officials explained he couldn't stay in since the Lakers were out of timeouts.

It didn't matter anyway when Korver knocked down both free throws.

The Hawks got contributions all around. Harris scored nine straight points in the fourth quarter to help the Hawks regain the upper hand after the Lakers went up 80-76. But the biggest basket was made by Johnson with the Hawks clinging to a three-point lead.

Horford drove along the baseline and missed the shot. But he hustled for the rebound and knocked it right to Johnson under the basket. He flipped in a reverse layup with 33.3 seconds remaining, pushing the Hawks ahead 92-87.

After the Lakers called a timeout, Horford gave Johnson a big hug on the way to the bench. Smith, in street clothes, mockingly threw punches at the burly forward.

But the Lakers had a chance. John Jenkins and Korver both missed free throws, and Bryant knocked down a turnaround 3-pointer off an inbound pass with Jones right in his face.

That turned out to be their last hurrah.

Now, all eyes turn to Bryant's left ankle.

Brothers set to face off on Mother?s Day weekend in the Maximum Fighting Championship

There are few siblings who can say they never fought with each other. I avoided it because my sister could kill me. But in Canada's Maximum Fighting Championship, two brothers are taking their sibling rivalry to the cage. Mike and Thomas Treadwell will fight at MFC 37 in May.

Not only are they brothers, but they share a condo in Alberta. This will be their MMA debut, and their parents are not pleased.

?Dad was angry and thinks we?re idiots. Mom knows but we don?t talk about it with her. Everyone else seems supportive,? Thomas said via press release.

MMA has plenty of brother combos. Ken and Frank Shamrock, Antonio Rodrigo Nogueira and Antonio Rogerio Nogueira, Joe and Dan Lauzon, and Jim and Dan Miller have all fought at MMA's highest levels. But MFC believes this is the first time two brothers are facing off in the cage.

The brothers will face off on May 10, just two days before Mother's Day. It should make for a very interesting family celebration.

When it comes to obtaining public funding for an NFL stadium, the best approach is to not approach the voters directly.? In Miami, the plan making its way through the legislature would, if successful, result in a public referendum.

Thus, getting the bills passed has been much easier than the voter-circumvention strategy employed elsewhere, such as Minnesota.

Via the Associated Press, three legislative committees in Florida have approved a bill that would guarantee $3 million per year for 30 years to help pay for an upgrade of SunLife Stadium, which is owned by Dolphins owner Stephen Ross.? If the bill becomes law, the voters will then become involved.

Some lawmakers nevertheless oppose the effort.? ?The NFL is conning us, vote against this madness,? Rep. Bill Hager, a Republican representing Delray Beach, told the AP.

Nationwide, the trend among voters is to reject such measures.? In Miami, current polling conducted not by the Dolphins indicates that opposition is significant.

That?s why the Dolphins need to make an extra-big splash in free agency this year.? They need to create the kind of excitement that will increase supporters of the effort and motivate them to show up and cast ballots at the appropriate.

Still, unless and until the Dolphins have the leverage that comes from a potential relocation of the franchise, the locals will remain ambivalent, at best.
